It operates as a community-driven project, with the initial code being developed and maintained by Fluence Labs. However, the project holds no governance authority over the network, and its power is no greater than any other community member. The community is open and encourages participation in discussions or roles. Various implementations of the protocol may co-exist and be delivered by different teams.
