Workforce Development meeting 2/07/24
Task Reminder
Everyone please take 4 training providers and fill them in on Geo using information from their website.
Steps
In GEO, when first editing a training provider, add the root type attribute “Nonprofit” to the right of the “Training Provider” attribute to populate all of the: Name, description, type, etc.
Our Focus
We are aiming to become the best knowledge hub available
There are a lot of resources in the city, this region
There are a lot of government groups doing this and their efficiency varies
The city of San Francisco
Has a Workforce Development center, similar to an EDD building
Human Services Agency: County funded to get Calfresh or GA, for example
Offer a lot of homeless services through income based stipends $600 per month
Welfare to Work Law passed in the 90’s
County has services and they refer to other services
They are staffed to help people with their WD goals
City passed Workforce Alignment Committee: $100 mil in funding for Workforce Development
City spends 80k-100k per person for Workforce development annually
There are too many services, and not enough collaboration
Supervisor Walton was 1 of 11 supervisors passed legislation to realign, consolidate and coordinate better
Now, on the website, it is pretty hard to find legislation
The most successful approach is where a candidate is matched directly to a program and helped 1 on 1
Has a Workforce Development center, similar to an EDD building
Centralization, impact, metrics and finances are needing to be more organized, streamlined and clear
How do we make that more efficient?
Join the alignment committee that meets quarterly
Ken is the Interim Director of this committee
The next meeting is in April
Subscribe to the mailing list to hear about all of the resources and get invited to these meetings
Opportunities for All- TAY, Transitional Ages Youth population, black and brown youth
How can these services be easier accessible for this community
Personal conversation is important, our hope is that everyone who has a phone, and is in need of services can access them
Matching services to people who need them
Starting with service providers and later on, supporting the recipients
Goal is to first get people workforce ready, before sending them into the formal training programs
How do we help them find the best one
Should lower the City/County’s costs specifically, by offering supportive services in barrier removal: housing, criminal record, mental health, etc
Some nonprofits gain over 90% of their funding from SF Office of Economic and Workforce Developmen
North Beach Place: Public Housing in SF, OJ famously grew up there
Large Organizations
JVS: Jewish Vocational Service
Goodwill
United Way (needs to be added, Erik is adding)
They raise funds through philanthropists
Advance SF- Downtown recover
Vacant to Vibrant
1 billion in total SF Government funding
WD program gets 4 million annually
Economic programs
Small Business support, Vacant to Vibrant, etc.
RFP: Request for proposals are issued by OEWD
3rd year in a 4 year cycle
Programs get issued out and then O.W.E.D. approves it
RFP 122 is the proposal form
Share which services are provided and then apply for a grant from it
Various legislation: Red States might not be interested in applying, for example you would need to provide health benefits for someone to get a sex change
You can, however get a fiscal sponsor and partner with them
You don’t have to be a Non-Profit
It is a process, that can be difficult, frustrating and a lot of hoops to jump through
Good to have someone like Ken to guide people through this process
We could learn what it takes to start this process
