The term Government of Canada refers specifically to the executive, which includes ministers of the Crown (together in the Cabinet) and the federal civil service (whom the Cabinet direct); what is formally known as His Majesty's Government. There are over 100 departments and agencies, as well as over 300,000 persons employed in the Government of Canada. These institutions carry out the programs and enforce the laws established by the Parliament of Canada.

Canadian federal government introduced Bill C-18 in April 2022 with the goal of forcing digital giants, such as Meta and Google, to compensate news publishers for the use of their content.

Bill C-18 regulates digital news intermediaries to enhance fairness in the Canadian digital news marketplace and contribute to its sustainability.

Bill C-18 establishes a framework through which digital news intermediary operators and news businesses may enter into agreements respecting news content that is made available by digital news intermediaries. The framework takes into account principles of freedom of expression and journalistic independence.

The federal government said that Bill C-18 is meant to address the "imbalance" between tech platforms and Canadian news publications, allowing them to make "fair commercial deals" without the need for government intervention.
