Russia and its proxies continue to obstruct the OSCE Special Monitoring Mission's access to the uncontrolled border area and have impeded the expansion of the OSCE Observer Mission's mandate to the full section of the Russian-Ukrainian state border adjacent to the territory in Donbas that is out of Ukrainian government control
