In 2000, the San Francisco Health Commisison made harm reduction an official public health policy in order to mitigate the adverse health effects of substance abuse. More than 20 years later, has harm reduction worked? What does harm reduction look like in practice? Do safe injection sites and needle exchange programs encourage drug use or help get folks to wean themselves off of drugs? Is abstinence the goal? Are there better tools to fight substance abuse?
