If we're going to have congregate shelters, we need them to be dignified congregate shelters. That you give some sense of privacy, some sense of autonomy, some basic, decent living. You got to have a staff that's not making $17 an hour.

It's got to be clinically run, not institutionally run. We tend to have employees in these detox centers who walk around with a hat on sideways, with the earbuds in "Hey, what's up". You actually need a clinician who appears to be a clinician who appears to be professional, dealing with you. Otherwise there's no respect between the two.

The city recognizes you have to pay people to do a good job. But when they subcontract these shelters, there are no city employees working in the shelter. And we got dozens of shelters. City employees do not do that kind of work. They subcontracted to organizations, nonprofits. And the way the contract is written, in order to make the contract you can only pay people $17 to $19 an hour. And who wants to work at that rate?
