But Housing First is not working in San Francisco that well. And that's reflective of the overdose deaths that are happening inside. 60% of all OD deaths in San Francisco happened inside last year, not on the street. And many of those happened in the Tenderloin in permanent supportive housing.

There's no transitional housing. What happens after you finish your rehab, where do you go? Is there step down housing? There's only a couple hundred beds in all in San Francisco for that right now. And most of it's not sober housing. So if you're in recovery, you gotta live around other people that are actively using, like in SROs.
